Team Lead – HSE Framework (Healthcare Recruitment)

Excel Recruitment is expanding its Healthcare Division as we prepare for significant growth across HSE Frameworks—including Nurses & Midwives, Allied Health Professionals, and the upcoming HCA Framework in 2026. To support this expansion, we are hiring a dynamic Team Lead to manage our Framework Team and ensure exceptional service delivery across a high-volume, compliance-driven environment.
This is a key leadership role—ideal for someone who thrives on structure, performance, operational excellence, and driving change.
The Role
As Team Lead, you will oversee the daily operations of our HSE Framework team, providing leadership, coaching, and support to a growing team of consultants and coordinators. You will act as a key link between senior leadership, resourcing, operations, payroll, and our HSE clients.
Your focus will be on delivering high-quality recruitment services, maintaining full compliance, meeting SLAs, and ensuring our team operates efficiently and professionally. You will also guide the team through the transition to the new HCA Framework, shaping new processes and ways of working.
What You’ll Be Doing
- Leading, supporting, and developing the Framework Team and Weekend/Out-of-Hours Team
- Ensuring strong performance, productivity, and adherence to SLAs across all desks
- Managing compliance, documentation, onboarding, and audit readiness
- Overseeing pay and charge rate updates in line with AWD legislation and public sector pay reviews
- Ensuring accurate payroll, invoicing, and timesheet workflows
- Driving client engagement and building trusted relationships with HSE stakeholders
- Monitoring revenue, resourcing levels, job board presence, and internal reporting
- Supporting tender submissions, business development, and marketing initiative

- Experience leading teams in healthcare recruitment or a high-volume service environment
- Strong organisational and communication skills
- Solid understanding of compliance, onboarding, payroll, or healthcare recruitment processes
- A proactive, solutions-focused mindset
- Ability to manage competing demands and maintain standards in a busy environment
